बाळासाहेब ठाकरे कृषी व ग्रामीण विकास योजने अंतर्गत शेतातील बायोमासवर आधारित उद्योगांना प्रोत्साहन देण्यात येणार आहे. यासाठी लागणाऱ्या सयंत्रांसाठीचे किंमत आकारणीचे नियम (कॉस्ट नॉर्म) केंद्रीय कापूस तंत्रज्ञान संशोधन संस्थेकडून (सिरकॉट) निश्चित करून बाळासाहेब ठाकरे कृषि व्यवसाय व ग्रामीण परिवर्तन देण्यात आले आहेत.
महाराष्ट्र शासन कृषि विभाग SMART बायोमासपासून पॅलेट, ब्रिकेट, ऑईलमिल अशा उद्योगाची उभारणी प्रस्तावित करण्यात आली आहे.
जागतिक बँकेच्या (World Bank Fund) निधीतून अंमलबजावणी होणाऱ्या स्मार्ट प्रकल्पातून कापसाच्या मूल्यवर्धनसाठी प्रयत्न केले जात आहेत.
पहिल्या टप्प्यात शेतकरी कंपन्यांद्वारे जिनिंग उद्योगांना प्रोत्साहन देण्यात आले. आपल्या राज्यात तब्बल सहा जिनिंग उद्योग उभारणीचे काम सुरू आहे.
दुसऱ्या टप्प्यात शेतीतील उदा. कपाशी, तूर व इतर पिकांच्या वेस्टपासून गट्टू (पॅलेट) तयार करण्याचे उद्योग उभारले जाणार आहेत.
महाराष्ट्रातील विशेषत: विदर्भातील कापूस उत्पादक शेतकऱ्यांना याचा चांगला फायदा मिळणार आहे. स्मार्ट प्रकल्पाच्या अंतर्गत महाराष्ट्र शासन कृषि विभाग बायोमासपासून पॅलेट, ब्रिकेट, ऑईलमिल इत्यादी उत्पादने तयार करून विक्री केल्यास त्यापासून चांगले आर्थिक उत्पन्न मिळू शकेल. यामुळे कापूस उत्पादक शेतकरी व उद्योजगांना याचा लाभ मिळेल.
